What is the "Personnel in incident Region" email?

In the Settings page of the Web Portal, or configured by the Client Development Team, you can set the rules for when to receive the Personnel in incident region email. This email contains information on a recent alert and a list of users near the incident location. It can be sent out for all alerts, no matter the risk level, or for a specific risk level.
